In accordance with the Regulation on the Central Invoice Register ("Official Gazette of the Republic of Serbia", No. 45/26), which will enter into force on July 1, 2026, other regulations governing the Central Invoice Register (CRF), as well as regulations governing electronic invoicing, the obligation to register all electronic invoices issued on the basis of commercial transactions in which public sector entities are listed as recipients begins on July 1 , regardless of the type of user of public funds they belong to.
We remind you that, in accordance with the regulations governing electronic invoicing, a public sector entity is an entity belonging to the state sector , within the meaning of the law governing the budget system, as well as a public enterprise , within the meaning of the law governing the legal status of public enterprises, and a capital company majority-owned by the Republic of Serbia , within the meaning of the law governing the management of companies owned by the Republic of Serbia, regardless of whether they are within the scope of the state sector.
The functionality of registering electronic invoices in the CRF can be tested in the DEMO environment of the Electronic Invoice System, i.e. by registering on the test CRF via the DEMO eInvoice System. Testing is enabled both via the user interface and via the application programming interface (API).
